Our Pastor/Our History

God has chosen Elder James Payne, an experienced Pastor to lead this new church named Refreshing Fountain Ministries. 

Elder Payne, a native of the state of Kentucky gained ministry experience throughout the various stages of his life.  The son of a Pastor, he grew up seeing ministry in action first hand.

Through his affiliation with the Church of the Living God and Church of God In Christ in the US and abroad, he has had the opportunity to minister to a wide variety of people in many different situations.

Several years ago, Elder Payne submitted himself to the leadership of Bishop Marcia Pitts as he joined Church on the Rock when he moved to Delaware with his wife Ernestine.

He instantly became an integral part of the Church on the Rock family, serving faithfully in any area that he was asked to be a part of.

Throughout 2007 and 2008, God dealt with Elder Payne and his call to pastor. After meeting with Bishop Pitts in early December 2008, Elder Payne was released to start the new work that God ordained. Three other members of Church on the Rock (Elder-Elect Sherman Backous, Sister Denise Backous, Sister McKenzie Backous) were released to assist the Paynes in establishing this new ministry.

In mid December 2008, the first Bible Study was held at the Payne home.  The first Sunday worship service was held on the first Sunday in January of 2009.

Shortly after his Installation service, Pastor Payne was joined in ministry by Elder Elect Adonis Randolph, Sis. Tina Randolph and their daughters T'Myra and Anaiyah. 

God continues to pour out his Spirit each and ever time that RFM gathers together.  The saints have been strengthed and prepared to win many souls for the Kingdom.
